An honors student described by his friends as "sweetest, kindest, gentlest person" was shot to death by a campus cop after he was stopped for driving erratically. He was unarmed and shot 4 to 6 times. A witness described hearing 'five or six' gunshots, but no verbal warnings.
'I didn't hear him say anything like, "Get down on your hands and knees," you know? I didn't hear him say anything. He just started shooting, He emptied the gun on him,' he said. 'Boom, boom, boom.'
The shooter, Corporal Chris Carter was placed on administrative leave but not charged. His gig at the University of the Incarnate Word Police Department in San Antonio, Texas was his ninth job at eight different agencies over his eight-year law enforcement career. His 7 month stint at UIW was the longest employment of his career.
